The Committee on Women, Family Relations and Gender Equality comprises nine Senators. Under the Rules of the Senate (Rule X, section 18), "the membership of the permanent committees, including their respective Chairmen shall be chosen by the Senate. Further, the Chairman of each committee may designate the Vice Chairman or Vice Chairmen of his or her committee and create such subcommittees as may be deemed necessary". Moreover, the Rules of the Senate (Rule X, section 20) provide that the Senate's ex officio members, namely the President Pro-Tempore and the Majority and Minority Leaders, shall be members of all permanent committees.
